...حضور و موضع گيري هاي پر رنگ و فعالانه و پي گيرانه شبکه وبلاگ هاي فارسي زبان در مسائل و موضوعات گوناگون اتفاقي است که به ندرت نمونه هاي مشابهي از آن يافت مي شود از همه مهمتر عدم هدايت و راهبري واحد اين تعداد وبلاگ است که علي رغم اين موضوع وحدت رويه و انسجام اطلاعاتي در پوشش ابعاد گوناگون يک موضوع اهميت جايگاه وبلاگ ها و جامعه شبکه اي وبلاگ نويسان را بيش از پيش نمايان مي سازد. ملموس ترين نمونه فعاليت اين جامعه را مي توان در موضع گيري بسياري از وبلاگ نويسان در برابر اقدام موسسه نشنال جغرافيک در تغيير نام خليج فارس به خليج عربي نسبت داد...

بررسي چالشهاي ظهور اولين نسل جامعه اطلاعاتي-ديجيتالي ايران

...صرفنظر از خرده گيري هايي که ممکن است بر ماهيت اورکات به عنوان يک کلوپ تفنني ارائه شود(که در مجموع درصد بسيار اندکي از اين جمعيت را مي توان در اينگونه تعاريف گنجاند) بايد اذعان داشت که علي رغم عمر کوتاه شهر مجازي اورکات شهروندان ايراني آن به خوبي توانسته اند با زير و بم آن اشنا شوند و اقدام به تبادل اطلاعات و برقراري روابط کاري کنند. نمونه اين گونه جوامع شبکه اي در نشاني هاي ديگري همچون www.hi5.com و www.business24.com و www.gazzag.comو... نيز تشکيل شده و در آنها نيز ايرانيان حضور و ظهور جدي پيدا کرده اند. در بعد ديگري از جامعه مجازي ايران مي توان به خيل عظيمي از وبلاگ نويسان اشاره کرد که هر يک بر اساس رشته تحصيلي يا شاخه علمي و ادبي يا حرفه اي مورد علاقه خود اقدام به راه اندازي وبلاگ نموده اند. استفاده ايرانيان از سه سرويس دهنده بزرگ و مشهور وبلاگ يعني:
1- persianblog.com
2- blogsky
3- blogspot
از اهميت و جايگاه ويژه اي در محافل اينترنتي و جامعه اطلاعاتي داخل و خارج برخوردار است. همچنين در اثر اين استقبال و توجه باور نکردني سرويس دهنده هاي جديد وبلاگ فارسي پيدا شدند و طرفداراني را گرد خود جمع کردند. که عبارتند از :
1- blogfa.com
2- Mihanblog.com
3- parsiblog.com

شاهد بوديم که افراد مختلف با انديشه ها و فعاليت هاي گوناگون اقدام به نشر مطالب مشابهي عليه اقدام اين موسسه کردند و توانستند ظرف مدت کوتاهي عبارت Arabian Golf را بمباران گوگلي کنند. اکثر وبلاگ نويسان ايراني را جوانان و به خصوص جوانان دانشگاهي تشکيل مي دهند و مطالعه محتواي هر يک از اين وبلاگ ها در شاخه هاي مختلف نشان از مطالعات و دانش خوب اين گروه دارد.
در منظري ديگر به جامعه گردانندگان وب سايت هاي اينترنتي فارسي زبان مي پردازيم که همگام با رشد کاربري اينترنت در ميان عموم از رشد قابل توجهي برخوردار شده است. البته جنبه تفنن و کثرت آن در قياس با وبلاگ ها کمتر است و شايد مهمترين دليل آن را بتوان در بار مالي راه اندازي، نگهداري و توسعه وب سايت ها دانست.
اما به هر حال تا چند سال اخير تعداد سايت هاي معتبر فارسي زبان به تعداد انگشتان دو دست هم نمي رسيد اين در حالي است که افراد بسياري با سرمايه گذاري هاي شخصي اقدام به راه اندازي سايت هاي اينترنتي با کاربري هاي متفاوتي کرده اند و از اين طريق نقش مهمي در اطلاع رساني شبکه اي به عهده خود گرفته اند. نکته قابل توجه در تمام اين موارد در اين است که اکثر اعضا و افراد فعال در اين جوامع شبکه اي خواسته و ناخواسته بدون هيچگونه چشم داشتي اقدام به آموزش، اطلاع رساني، سرويس دهي و حمايت از کاربران خود مي کردند و منابع اطلاعاتي و دانشي خود را به اشتراک مي گذارند.
نمونه اين کار را وفور وبلاگ ها و وب سايت هايي مي توان ديد که با هزينه شخصي اقدام به راه اندازي و تامين پايگاههاي آموزشي اطلاعات تخصصي مي کنند. و يا کوچکترين اخبار و رويداد هاي علمي و فرهنگي و اقتصادي و حتي سياسي را ظرف کوتاه ترين زمان از منابع مختلف جمع آوري مي کنند و از طري وبلاگ و يا وب سايت خوا انتقال مي دهند.
با تمام اين توضيحات در مي يابيم که در حدود يکي دو سالي است که در آن سوي مرزهاي جامعه واقعي ايران و در پس شيشه ها ي مانيتور ها و کوچه پس کوچه هاي وب قوانين نا نوشته اي در حال تدوين و شکل گيري هستند که موجبات پيوند مردم از گروهها و اقشار مختلف اجتماعي را پديد مي آورند و به تبع آن گونه اي خاص از فرهنگ نوين را در جامعه اي اطلاعاتي ايران پياده سازي مي کنند و اين قضيه مصداق کاملي از ديدگاه و باور کارشناسان امور فرهنگي است که باورها و فرهنگ خلق شده از بطن جامعه را پايا تر و موثر تر مي دانند تا اصول و قواعد تزريقي دولتها به مردم، به خصوص که تمام اين اتفاقات و تعاملات در محيط وب صورت مي گيرد که تا حدود بسياري از فشارها و نظارت هاي دولتي خارج است.
حاصل اينکه جامعه شبکه اي دانش محور يا جامعه مجازي اطلاعاتي ايران با پتانسيل و ظرفيت بالاي علمي و کاري قوت و شکل غير رسمي خود را يافته است.
به دور از هرگونه حب و بغض فکري و عقيدتي مي توان جامعه شبکه اي ايران را که البته هنوز به استاندارد قابل تعريف و مرز روشن لازم دست نيافته نمود و تصويري از جامعه مطلوبي توصيف کرد که در آن جريان آزاد اطلاعات زمينه ايجاد دمکراسي اطلاعاتي-ديجيتالي که بر بستر ازادي بيان و انديشه شکل گرفته معرفي کرد. جامعه اي که در آن افراد مختلف مي توانند با کنار گذاشتن نا برابري هاي اجتماعي با يکديگر به گفتگو بپردازند و تبادل اطلاعات کنند. حقيقت اين نکته وقتي بيشتر قابل اعتنا مي شود که متوجه شويم وب و محيط ديجيتال توانسته با هوان گره گشاي بسياري از نقاط کور و يا ضعيف اطلاعاتي نيز عمل کند به عنوان نمونه مسائل و مباحث سياسي و يا جنسي که به دلايل مختلف در جامعه قابل طرح نيستند قابل ذکر است و شايد يکي از دلايل رشد کمي و کيفي و گرايش قابل توجه کاربران به اينگونه سايت ها و وبلاگ ها در اين مسئله نهفته باشد.
تمام تحولات و تلاش هاي صورت گرفته شده توسط مردم براي حضور و فعاليت در جامعه مجازي شبکه اي ايران در سالهاي آغازين دهه 80 و همچنين تغييرات و تاثيرات گسترده توسعه فناوري اطلاعات در کشورهاي مخلف آسيايي، اروپايي و آمريکايي باعث شد تا توجه دولت به مسئله فناوري اطلاعات افزايش چشم گيري پيدا کند و تشکيلات و گروههاي ويژه اي حتي تا سطح دفتر رياست جمهوري شکل گيرد تا به بررسي راهکارها و زمينه هاي بهره برداري و توسعه فناوري اطلاعات در کشور بپردازد.
مهمترين گام عملي که از جانب دولت براي توسعه فناوري اطلاعات در کشور برداشته شده با راه اندازي شوراي عالي اطلاع رساني و طرح تکفا همراه بود که در سال 1381 شمسي شروع به کار کرد و برنامه ريزي ها و سرمايه گذاري هاي کلاني را نيز به همراه داشت و تقريباً در تمام ابعاد و شاخه هاي فناوري اطلاعات به تعاريف و مفاهيمي متناسب با سازمان ها و ارگان هاي مختلف دست يافت. سرمايه گذاري هاي دولتي در اين بخش از کميت قابل توجهي برخوردار ود و با هدف رسيدن به يک جامعه اطلاعاتي با رويکرد توسعه دانايي محور در محافل علمي و دانشگاهي کشور نيز مورد توجه و اقبال قرار گرفت و دانشگاهها و ارگان هاي مختلف مربوط با تشکيل و راه اندازي سمينار ها و کنفرانس هاي ملي و بين المللي و با دعوت از کارشناسان و متخصصان فن از خارج کشور سعي در بالا بردن و ارتقا سطح علمي کشور داشتند. تمام فعاليتهاي صورت گرفته شده در ابعاد عمومي، دولتي و دانشگاهي حاصل تلاش و عزم جدي کشور براي جبران عقب افتادگي و مشکلات ناشي از عدم توسعه فناوري اطلاعات در کشور بود. امروزه در دنيا براي بررسي ميزان توسعه کشورها در زمينه فناوري اطلاعات از شاخص ها و پارامترهاي مختلفي استفاده مي شود که يکي از ابتدايي ترين شاخص ها آمادگي الکترونيکي ياE-readiness نام دارد.
عوامل و شاخص هاي مختلفي که در اين شاخص مورد ارزيابي قرار مي گيرند شامل موارد زير مي شود.
1- زيرساخت
2- منابع انساني
3- بودجه و توانمندي مالي
4- دولت
5- قوانين
رسيدن به استانداردهاي جامعه اطلاعاتي با دستيابي به سطح مطلوبي از توان و امکانات در هر يک از پارامتر هاي ذکر شده ارتباط دارد.
