شکاف اطلاعاتي و شکاف ديجيتالي

يکي از مهمترين چالش هايي که جامعه جهاني اين روز ها با آن دست به گريبان است تعيين و تفسير عامل مشکل ساز و معضل ساز توسعه يافتگي در برخي کشورها و عقب ماندگي در برخي ديگر از کشور هاست. به زعم کارشناسان جهان امروز با دو پديده حاصل از مدرنيته روبروست يکي شکاف اطلاعاتي و ديگري شکاف ديجيتالي که حاصل اولي فقر اطلاعاتي و حاصل دومي فقر ارتباطي مي باشد. گذشته از نقش انحصار طلبي ها و قدرتمندي کشورهاي سرمايه دار در بوجود آمدن اين دو پديده چالش هاي مختلفي در پيش روي مردم جهان پيشرفته و جهان توسعه نيافته وجود دارد.

يکي از مهمترين چالش هايي که جامعه جهاني اين روز ها با آن دست به گريبان است تعيين و تفسير عامل مشکل ساز و معضل ساز توسعه يافتگي در برخي کشورها و عقب ماندگي در برخي ديگر از کشور هاست. به زعم کارشناسان جهان امروز با دو پديده حاصل از مدرنيته روبروست يکي شکاف اطلاعاتي و ديگري شکاف ديجيتالي که حاصل اولي فقر اطلاعاتي و حاصل دومي فقر ارتباطي مي باشد. گذشته از نقش انحصار طلبي ها و قدرتمندي کشورهاي سرمايه دار در بوجود آمدن اين دو پديده چالش هاي مختلفي در پيش روي مردم جهان پيشرفته و جهان توسعه نيافته وجود دارد.

به نظر مي رسد همانگونه که رشد و پيشرفت بشر در دانش ها و علوم مختلف موجبات توسعه توانمندي او را در توليد فناوريهاي نو فراهم آورده و همچنين توسعه فناوريها نيز به رشد و توسعه دانش و اطلاعات کمک کرده ضعفها و مشکلات و نقص هاي موجود در گسترش دانش و اطلاعات نيز با کمبودهاي ناشي از عدم رشد مناسب فناورهاي ارتباطي ارتباط مستقيم و تنگاتنگي دارد.

اما اتفاقي که به تازگي در حال تبديل شدن به يک چالش جدي جهاني است تلفيق دو پديده شکاف ديجيتالي و شکاف اطلاعاتي توسط کشورهاي پيشرفته و استفاده از بستر هاي اطلاعاتي-ديجيتالي موجود به عنوان اهرم فشار بر عليه کشورهاي ضعيف و توسعه نايافته است .

به عنوان نمونه يکي از بحثهاي چالش برانگيزي که در چند ماهه اخير مقارن با اجلاس جامعه اطلاعاتي مورد توجه قرار گرفته موضوع حاکميت اينترنت به عنوان مهمترين و بزرگترين بستر بين المللي اشتراگذاري اطلاعات است. در اين بين آمريکا که خود را سردمدار و محق مديريت جهاني اينترنت مي دانذ با تلاش ها و اقدامات و مخالفت هاي بسياري سعي در اثبات ادعاي خود دارد. اين گونه رفتارها و ديدگاههاي حاکم بر فضاي دنياي اطلاعات زمينه ساز شکل گيري طبقه بندي جديد با ويژگي فقر اطلاعاتي در اثر بروز شكل جديد از برتري طلبي به شكل غلبه الكترونيكي در عرصه جهاني است.

بدين ترتيب فصل جديدي در روند توسعه جامعه اطلاعاتي جهاني در حال شکل گبري است که ظاهراً حکايت از تمايل کشورهاي توسعه يافته بر استيلاي بلامنازع در اين عرصه دارد. به گونه اي که هم اکنون نيز به صورت آشکار با دو زيرگروه فقراي اطلاعاتي و ثروتمندان اطلاعاتي برمي خوريم.در اينچنين شراطي زماني كه جريان اطلاعات در جامعه از تحرك بيشتري برخوردار شود و جامعه جهاني از جريان توزيع ازادانه و منصفانه اطلاعات فاصله بگيرد و اصول و چهارچوب هاي دموکراسي ديجتالي اطلاعاتي در جهان زير پا گذاشته شود ، کشورهايي كه از وضعيت اجتماعي و اقتصادي بهتري بهره مندند، سريع تر از کشورهاي ضعيف اين اطلاعات را تصاحب مي كنند و در نتيجه با رشد تمايز اطلاعاتي، تبعيض ميان طبقه برتر سياسي ـ اقتصادي و علمي و اقشار مادون آن رو به فزوني خواهد گذاشت و ان اختلاف و شکاف ما بين اين دو گروه زمينه ساز استفاده نابجاي کشورهاي پيشرفته از شرايط موجود به عنوان اهرم فشارهاي اقتصادي، سياسي و علمي خواهد شد.
