آشنايي با بانکداري الکترونيک
و
چالش هاي پيش روي توسعه آن

اشاره:
فناوري اطلاعات مرزهاي فکري و عملي را در جامعه هاي سنتي شکسته است و زمينه مناسبي را براي رشد فکر و خلاقيت و پويايي بخشيدن به کسب و کار فراهم کرده است. تلاش هاي بشر براي بهينه کردن امور کسب و کار در همه شغل ها و فعاليت هاي جاري و دراز مدت بدون بهره برداري از فناوري اطلاعات تقريبا غير ممکن شده است. گذار از عصر صنعتي و ورود به عصر ارتباطات و اطلاعات نتايج جالب توجه و عميقي در سازمان ها برجاي گذاشته است. سازمان ها و بنگاههاي اقتصادي به دليل دورنماندن از فرآيندهاي رقابتي از جمله جايگاههايي هستند که هميشه در فرآيندهاي گذار بيشترين يا بهتر بگوييم اولين تاثيرها را مي پذيرند و خود را با تغييرات هماهنگ مي سازند. کارشناسان سه دليل عمده براي تحولات اخير در سازمان هاي امروزي قائل هستند.
1)پديده جهاني شدن[i] به خصوص از ديدگاه اقتصادي
2) تغيير فرهنگ اقتصاد جهاني از اقتصاد صنعتي به اقتصاد خدماتي دانش محور
3) پديده فناوري اطلاعات[ii]
در اين شرايط پيچيدگي و سرعت بالاي کارها و امور جاري و نياز به ارتباطات سريع و دقيق در شرکت ها و بنگاه هاي اقتصادي در ابعاد داخلي و بين المللي باعث شکل گيري ضرورت وجود نظام هاي کلان اقتصادي مورد تاييد در ابعاد بين المللي بود. نظام هاي بانکي و بيمه اي به عنوان ارگان هايي که ارتباط مستقيمي با موضوع توسعه در ابعاد جهاني، اقتصاد خدماتي دانش محور و فناوري اطلاعات داشتند خواه نا خواه براي تطبيق خود با شرايط بازار و عقب نماندن از رقابت بسيار سخت در ارائه خدمات به مشتريان چاره جز گرويدن به جنبش کاربردي کردن فناوري اطلاعات در خدمات بانکداري نداشتند. حاصل اين تلاش همه جانبه رسيدن به مفهوم جديدي براي عصر اطلاعات است به نام بانکداري الکترونيک[iii]...
مقدمه:
بانکداري الکترونيک به عنوان يک مفهوم عام در توسعه ديجيتالي خدمات بانکداري به شمار مي رود و به همين دليل ممکن است در شناخت آن جزء نگري ها و استنباط هاي شخصي تاثير گذار باشد. مفهوم بانکداري الکترونيکي و کارايي هاي آن، براي بسياري از افراد هنوز به طور کامل شناخته شده نيست و به همين دليل هم بهره برداري بهينه اي از سرمايه گذاري هاي انجام شده براي توسعه آن صورت نمي گيرد. توسعه کسب و کار بر مبناي فناوري هاي الکترونيکي نياز به مجموعه اي از مولفه هاي زيرساختي، فني و مديريتي دارد. به علت ارتباط زنجير وار عوامل و شاخص هاي کسب و کار الکترونيک لازم است که براي بهينه شدن کاربري آنها به سطح مناسبي از دانش بهره برداري از اين خدمات برسيم. شاخص هايي همچون
1- تجارت الکترونيک[iv]
2- بازاريابي الکترونيکي[v]
3- بانکداري الکترونيکي
4- فناوري کارت هاي هوشمند
5- مديريت ارتباطات با مشتريان[vi]
6- برنامه ريزي منابع سازمان[vii]
7- هوشمندي سازماني[viii]
8- مديريت زنجيره تامين[ix]
هر چند ممکن است از نظر کارايي و ماهيت متفاوت باشند اما از جنبه اجرايي و کاربردي بسيار به هم مرتبط هستند. بنابراين بانکداري الکترونيک به عنوان يکي از مهمترين زيرشاخه هاي کسب و کار الکترونيک از دو جنبه بسيار مهم تشکيل يافته است. يکي توسعه خدمات الکترونيکي در شعبه و ديگري در وب که با استفاده از فناوري اينترنت توسعه يافته است.
با توجه به آمار رو به رشد گرايش مردم جهان به تجارت مبتني بر شبکه وجود مولفه مکمل و مهمي همچون بانکداري الکترونيکي به عنوان يک ضرورت انکار ناپذير مورد تاکيد قرار مي گيرد.
در چند دهه اخير با گسترش ابزارهاي ارتباطي و اطلاعاتي حجم تجارت الکترونيک در رقابت با تجارت به شيوه سنتي از رشد و تحول مناسبي برخوردار بوده است. در تحقيقي که موسسه فارستر انجام داده پيش بيني شده که در فاصله سالهاي 2002تا 2006 به طور متوسط هر سال 5 در صد به حجم مبادلات تجاري از طريق بسترهاي الکترونيکي افزوده مي شود و مبلغ آن از 2293 دار در سال 2002 به بيش از 12837 ميليلرد در سال 2006 خواهد رسيد.
با توجه به تاثير گسترده و عميق تجارت الکترونيک در سيطره بر بازارهاي جهاني همچنين نظر به اهميت مبادلات پولي و اعتباري در هر فعاليت تجاري-اقتصادي مي طلبد که ابزارها و بسترهاي انتقال و تبادل پول نيز همگام و همسان با توسعه تجارت الکترونيک از رشد مناسب و مطلوب برخوردار شوند. در اين بين بانکها نيز براي جذب مشتريان بيشتر و ايجادگسترش و تنوع در خدمات خود بيکار نبوده اند و به سرعت خود را با فناوريهاي ارتباطات و اطلاعات همگام و همسو کرده اند.
بانکها در عرصه تحولات تجاري توجه جدي را براي ايجاد تحولات ساختاري در نظام هاي دريافت و پرداخت پول و ايجاد تشهيلات در روند خدمات رساني به مشتري کرده اند در واقع مي توان ادعا کرد يکي از دلايل اقبال عمومي به تجارت الکترونيک توجه مديران بانکها به اهميت و لزوم اين پديده بوده است که در نتيجه به گرايش و توجه جدي آنها براي فراهم کردن ساختاره بانکداري با شيوه الکترونيک انجاميده است.
طي گزارشي تحقيقاتي که توسط موسسه Data Monitor (از مراکز برجسته تجزيه و تحليل اطلاعات بانکداري در اروپا) ارائه شده آمار افرادي که از سيستم هاي بانکداري الکترونيک در هشت کشور فرانسه، آلمان، ايتاليا، هلند، اسپانيا، سوئد، سوئيس و انگليس استفاده کرده اند از 4/5 ميليون نفر در سال 1999 به بيش از 21 ميليون نفر در سال 2004 خواهد رسيد.
آنچه خدمات بانکها را در استفاده از سيستمهاي بانکداري الکترونيک متفاوت از روش هاي مرسوم مي کند گسترش کمي و کيفي در خدمات به مشتري است به عبارت ديگر بانکداري الکترونيک اين امکان را به مشتري مي دهد تا از خدمات گسترده تر و متنوع تري برخوردار باشد. ضمن اينکه بُعد زماني و مکاني تاثيري در کاهش و يا افزايش خدمات رساني به مشتري نخواهد داشت. همچنين مشتري مي تواند بدون حضور فيزيکي در شعب بانک از هر محلي فعاليتهاي مالي خود را کنترل کند.
